Corps pulls the plug on Rowena Landing project, at least for now

The possibility of a new marina being established on Lake Cumberland in the future near Rowena Landing was put in limbo last week when the U.S. Army Corps of Engineers announced it was going to reassess details surrounding the proposed development.

The announcement came in the form of a press release issued last week.

“The U.S. Army Corps of Engineers Nashville District has withdrawn its Notice of Availability for the development and operation of a new commercial marina at Rowena Landing South on Lake Cumberland, just north of Albany, Ky,” the press release stated.

Although the proposed Rowena Landing South marina would have been situated just across the Clinton County boundary in neighboring Russell County, the only access by land to the new marina would have been by traveling on Hwy. 558 from Clinton County.

The area is accessible by road at the end of Hwy. 558, about 15 miles north of Albany, and the current launching ramp into Lake Cumberland is just about one-half mile across the Clinton County and Russell County line.

Plans to investigate the possibility of locating a new commercial marina on Lake Cumberland at the Rowena site were officially announced in August, 2010, when the Corps of Engineers said it was considering allowing the development of a new commercial marina.

Then, in January, 2012, it was reported in the Clinton County News that the Corps had announced it was soliciting proposals for the new marina and would be accepting lease applications for the development and operation of the proposed Rowena Landing South.

In that announcement, the Corps noted that should a proposal be accepted, a commercial concession lease would have been awarded April 1, 2013.

That April 1, 2013 date came and passed without any action regarding the new marina being taken.

In the application information package released by the Corps during it’s initial period of accepting applications, the facility was referred to as Rowena Landing South, with other references to the area surrounding the actual marina as being the Watauga Recreation Area.

Included in the 162 acre area that would be involved in the lease were about 48 acres of water and 114 acres of land.

Although the project is now considered to be on indefinite hold, the Corps did leave open the possibility that the project could move forward in the future.

“The Corps is working to update and reassess the requirements of the Notice of Availability and will consider re-issuing the solicitation in the future,” last week’s release noted.
