School board special meeting has full agenda

One day after cancelling its regular monthly meeting, Clinton County Board of Education held a special call meeting the following evening, Tuesday, April 15. All members were present for the session which included a full agenda.

The board first recognized several CCHS students, including those involved in community service activities, such as Meals on Wheels, the Thanksgiving dinner prepared and delivered to local residents last November, just to name a couple of the services the students provide. Most of the students briefly spoke about the rewards they gained from helping others.

The board also recognized a few other students for their academic achievements throughout the year.

The board then approved the following items on a single motion by Board Member Junior Cecil: approved minutes of two previous meetings; approved an extended family medical leave to Kimberly Patton through March 28 and a family medical leave to Lisa Savage through April 27; approved subsequent (between meeting) disbursements and voted to pay claims and bills.

Finance director Mike Reeves then presented the monthly finance report, which was followed by the monthly personnel report which was brief, with Billie Joyce Asberry resigning as aid for exceptional education students and being hired as school nurse, district-wide, both classified positions.

The board then acted on securing a new audit company to conduct its audit report.

Superintendent Charlotte Bernard informed the board that the state preferred district’s not employ the same auditor’s more than five years in a row, and the local district has had its auditor, Wilson and Company of Somerset, for the past several years.

Bernard recommended hiring Ross and Company of Louisville, which has a nearby office in Greensburg, to conduct the 2013-14 school year audit at a rate of $19,750–a lower amount than last year. A motion to that effect was made by Board Member Kevin Marcum and passed by unanimous vote.

On a motion by Board Member Goldie Stonechipher, the board voted to approve First and Farmers Bank as the Bank Depository for the school district accounts including all school activity accounts for the period of July 1, 2014 through June 30, 2016 at a fixed rate of .067 percent.

The board then took up the matter of amending the school calendar(s) for the current and next school year. (A separate article on the school calendar can be found on page 1.)

Following a brief presentation from Food Service Director Georgia Rigney, the board, on a motion by Board Member Jeff Sams, voted 6-0 to authorize Rigney to notify the Kentucky Department of Education for the purpose of implementing the Community Eligibility Provision for all students. This would allow the district to receive both “free breakfast and lunch” (for all students) through the National School Breakfast and Lunch Program for the 2014-15 school year.

All students already have free breakfast provided and Rigney indicated she felt the district could afford to provide free lunch to all students under the federal program. Students would still have the a la carte option of purchasing additional food items.

Director of Pupil Personnel Julie York then gave the monthly attendance report for the seventh month of school.

Attendance across the district was down overall from 92.93 percent the seventh month last year to 91.92 this year. Albany Elementary had the highest rate of attendance for the month at 92.32 percent while the Early Childhood Center showed the most improved attendance for the same month last year, at 91.79 compared to 91.19 a year ago.

Bernard then gave the monthly superintendent’s report, noting the three primary areas she has been working on the last month is the 2014-15 school district budget; the Certified Evaluation Plan and;, the No Kid Hungry initiative.

The next regular meeting of the Clinton County Board of Education is scheduled for May 12.
