School board has full agenda Monday

Clinton County Board of Education dealt with a gamut of topics at its last regular meeting prior to the end of another school year, on Monday evening, May 18 with all board members in attendance.

The meeting lasted about two hours and ended following a closed session pertaining to a disciplinary issue.

The board first recognized several students, including the Albany Elementary and Clinton County Middle School Academic teams; Rogers’ Scholars, Governor’s Scholars; those in the Rogers Explorer program and Duke Talent Search students.

The board then approved minutes from regular and special call meetings, approved between meeting disbursements and voted to pay claims and bills. Two family medical leave of absences were also approved, including one for Carol Buster through June 22 and another to Tyonia Sinclair through May 26.

Following the monthly finance report from Finance Director Mike Reeves, Board Chairperson Paula Key gave a brief personnel report which included the classified hiring of Gatha Thompson as cook at the middle school; the classified resignation of Sue Riddle as bus driver; and substitute teachers hired, district-wide, Brittany Smith and Hannah Campbell.

After a presentation from school insurance representatives with Robert’s Insurance Company, the board voted to approve Zurick Insurance (Robert’s Insurance) as the provider for Student School Accident Insurance at a cost of approximately $40,513.20, which includes a 10-year catastrophic benefit of $7.5 million per student effective for the 2015-16 school year.

The board also approved a school package umbrella policy and automobile policy in the amount of $119,642.91 but tabled action until next month on the Workers’ Compensation policy.

Salary schedules for the 2015-16 school year for certified and classified employees and substitute teachers were approved, each including the state mandated two percent raise and they also approved the pay dates for school employees from July 2015 through June 2016 and approved the schedule for extended employment and extra increment pay for the next school term.

They then approved the annual declaration for an emergency for substitute teachers, which requires a certified transcript with no less than 64 college hours and a grade point average of no less than 2.5 on a 4.0 scale.

The board then approved and amended to BG #4 (buildings and grounds) to submit to the Kentucky Department of Education for replacement of one cooling tower at Albany Elementary, two HVAC units at CCHS and eight units at the Early Childhood Center, in the amount of $187,406 and also approved closeout forms on those projects.

Also approved Monday night was the FY 2016 Mathematics Achievement grant in the amount of $41,000; Forward Edge Associates to provide drug testing for students and employees for the 2015-16 year; renewed the contract with One Call Now for the next school year at a cost of $1.19 per student with a three-year commitment; renewed membership with the Chamber of Commerce at $50 annually and approved a shortened school day for one student with disabilities at Clinton County Middle School.

The board then took another step to possibly seeing a connector road to the new bypass and old 127 from the middle school, contingent upon grant funds being available for construction.

The board voted to declare the Clinton County Middle School Connector Road as surveyed to be surplus property and approving a deed of conveyance, conveying the subject property to the Clinton Fiscal Court in consideration of the fiscal court expending necessary funds to construct and maintain subject roadway for the benefit of the Clinton County School System and to authorize the president, Paula Key, to sign the deed of conveyance, all subject to approval from the KDE (Kentucky Department of Education) District Facilities Branch.

They then approved an amendment regarding authorization of Capital Outlay funds from $96,578 to $102,984; approved the 2015-16 tentative budget (general fund) in the amount of $13,961,650 and approved the following school trips:

* Overnight trip for the volleyball team to attend the Western Kentucky University Volleyball Camp July 10-12;

* Beyond Base Ten Summer Youth Camp for grades 1-5 to Lexington on June 13;

* Gear Up students to participate in the Western Kentucky University Camp Innovate June 29-July 3.

Julie York, Director of Pupil Personnel, then gave the monthly attendance report for the eighth month of school, April 1 through 28.

Attendance for the month was up by almost eight tenths of a percent, from 93.87 last year to 94.65 this year in overall ADA. The school with the most improved and highest Average Daily attendance was once again Albany Elementary with an ADA for the month at 95.64 percent.

The board then entered into a closed session hearing to consider possible disciplinary action or expulsion of an AES student with no formal action being announced.

The school board is scheduled to hold a work session on Thursday, June 11 at 4:30 p.m. and next regular business meeting Monday, June 15 at 5 p.m. at the Central Office and both are open to the public.
