… and more school issues dealt with during Monday meeting

Clinton County Board of Education held its regular monthly business meeting Monday evening, July 18 with all members present and routine items of business on the agenda.

The board first approved minutes of previous meetings, approved the between meeting disbursements and claims and bills.

Finance Director Mike Reeves gave the monthly finance report, noting the district was still in sound financial condition at this point of the year, calling the budget “healthy,” and noting the district will begin discussing the fiscal year working budget at next month’s meeting.

Board chairperson Paula Key then read a lengthy personnel report, as follows:

* Certified retired: William A. Flowers, teacher, and Barbara McWhorter, Guidance Counselor both at Clinton County Middle School; Kevin O’Brien, teacher at Foothills Academy; and Jeff Pharis, Director of Alternative School.

* Certified hired: Danielle Hicks, Migrant Summer School teacher and Allison Thrasher, Guidance Counselor at CCMS.

* Certified resignations: Brandon Pharis, Athletic Director at the middle school; Mike Beard, Athletic Director at Clinton County High School; Allison Thrasher, Curriculum Specialist at CCMS; and Joshua Moons, GEAR-UP Academic Specialist at CCMS.

* Certified transfer: Joshua Moons from GEAR-UP Academic Specialist to Curriculum Specialist at Clinton County Middle School.

* Certified continuing contracts:

Tammie Conner, teacher at Albany Elementary; Betsy Beaty, Rachel Bernard, Michial Conner, Lora Grant, Debbie Marcum and Ashley McWhorter, teachers at CCMS; and Jessica Conner, teacher at CCHS.

* Classified retired: Larry Spears, bus driver.

* Classified resignations: Ashley McGill, custodian at the middle school; Courtney Craig, aide at CCHS; and Dewayne Dalton, assistant football coach at CCHS.

* Classified hired: Jessica Irwin, Secretary II at CCHS; Russell Decker, Director of Transportation; Beverly Ravelette and Donna Latham, Food Service Assistants II.

* Classified transferred: Peggy Stinson from bus monitor to aide at the Early Childhood Center.

* Classified continuing contracts: Marcy Aaron, kindergarten aide at the ECC; Susan Beasley and Rhonda Dicken, cook/baker–district wide; and Nikki Witherspoon, Food Service Assistant II.

After approving some coaching job descriptions and increment pay at the high school, the board voted unanimously to establish a certified position for a Network and Systems Administrator district wide with base pay of $20 per hour at eight hours a day for 241 days, and approved the job description.

The board also approved revised, updated job descriptions for the following positions: principals, assistant principals, Guidance Counselors, teachers, head mechanic, vehicle mechanic I, and vehicle mechanic II.

Following the approval of second reading of policy updates recommended by the Kentucky School Boards Association (KSBA), the board voted to approve an addendum to the School Resource Officer (SRO) agreement with the City of Albany. The addendum is mandated by federal law to include such items as HIPPA laws and confidentiality.

On a motion by board member Crystal Irwin, the board voted to enter into a contract with Hands on Therapy, for the purpose of providing occupational therapy services to students at a cost of $60 per hour and $50 per hour for travel to and from Clinton County from Richmond and Georgetown for the 2016-17 year.

The board, on a motion by board member Kevin Marcum, also entered into a contract with Morgan Cimala, Physical Therapist for the purpose of providing therapy services to students at a cost of $65 per hour and $25 per hour for travel to and from Clinton County from Pulaski County for the 2016-17 school year.

Eddie Tallent, director of the Special Education programs, endorsed the contracts and praised the therapists for the good jobs each had been doing. Cimala was contracted back in January when Intrepid opted to no longer provide those services to the local school district.

In relation to therapy contracts, the board also voted to enter into an agreement with Jacinda Gossage, Physical Therapist Assistant for the purpose of providing therapy services to students at a cost of $45 per hour and $20 per hour for travel to and from Clinton County from Wayne County for the upcoming year.

On a motion by board member Jeff Sams, the board also voted to approve the annual contract with Adanta, unchanged from the current contract, for the 2016-17 year.

Superintendent Charlotte Bernard Nasief then gave a final attendance report for the 2015-16 school year.

Overall, attendance actually went up slightly, from 93.93 percent ADA (average daily attendance) at the end of the 2014-15 year to 94.07 at the end of the most recent year. Attendance was up slightly at three of the four schools, ECC, AES and CCMS, and almost unchanged at 91 percent at the high school, with around 99 percent at Foothills Academy.

Following the business portion of the session, the board entered into a closed session to conduct the annual Superintendent’s Evaluation, with no action necessary upon returning to open session.

The school board will hold a work session on Thursday, August 11 at 4:30 p.m. with its next regular business meeting scheduled for Monday, August 15 at 5 p.m., both at the Central Office board room and both open to the general public.
