Grand jury charges 14

A local man who was the driver of a vehicle that struck a pedestrian in north Albany two months ago is one of 14 individuals charged in indictments by the Clinton County Grand Jury, which met in regular session on Thursday, June 8. The true bills were handed down in open circuit court.

Ricky O. Stockton was named in five counts, including felony and misdemeanor charges in relation to the pedestrian/vehicle collision that occurred on April 18.

The grand jury returned true bills on the alleged charges of operating a motor vehicle under the influence, aggravating circumstances, first offense; reckless driving; failure to maintain insurance on a motor vehicle; assault first degree and wanton endangerment first degree.

The incident occurred on the evening of April 18 between Sonic Drive-In and the Dollar General Market in north Albany.

The assault charge stems from the defendant’s vehicle struck and causing serious physical injury which created a grave risk of death to Amber Chaplin. The wanton endangerment charge stems from another pedestrian who was walking with the victim at the time of the incident.

Chaplin was hospitalized at the time of the incident and suffered several serious injuries as the result of being struck.

The local grand jury also returned the other following indictments.

* Michael Dalton was charged for alleged offenses of marijuana cultivation more than five plants, first offense, enhanced by possession of a firearm at the time, and receiving stolen property for allegedly taking possession of a Yamaha four-wheeler being worth more than $500 but less than $10,000. The alleged offenses occurred on October 21, 2015.

* Jacob Shelton was charged for alleged offenses of cruelty to animals second degree and wanton endangerment first degree, when on or about March 12, 2017, the defendant created substantial danger of death or serious physical injury to Elizabeth Harrell when he reached over her while she was sitting on the couch and lowered a 12 gauge shotgun over her head and shot her dog twice, killing him.

* Timothy R. Parrigin was charged with trafficking in a controlled substance first degree (two counts) when he allegedly unlawfully trafficked in hydrocodone and methamphetamine, the alleged offenses having occurred on or about July 14, 2016.

* Nathaniel Miess-Nevarez was charged with alleged assault second degree by causing serious injury to Bryan Watson and robbery in the first degree when in the course of committing a theft, caused Watson’s injuries. The alleged offenses occurred on or abut December 31, 2016.

* Howard Woodson was charged with trafficking in a controlled substance (two counts) for trafficking in hydrocodone and persistent felony offender first degree (two counts) for committing the offenses after having been stood convicted of a felony within the past five years. The alleged offenses having occurred on or about December 7 and 15, 2016.

* Darrell Dalton, the alleged offense of cultivation of five or more plants of marijuana, charges enhanced by possession of a firearm at the time. The alleged offense having occurred on or about October 21, 2015.

* Carlos Abraham was charged with three counts of trafficking in a controlled substance first degree of hydrocodone on May 20, 2016 and May 5, 2016 and oxycodone on December 29, 2016.

* Elisha Tweedy was charged with four counts of trafficking in a controlled substance first degree (hydrocodone) on May 20 and May 5, 2016, December 23, 2016 and January 11 of this year.

* Ada Tweedy, the alleged offense of trafficking in a controlled substance first degree (oxycodone) on December 15, 2016.

*Tina Parrigin, the alleged offense of trafficking in a controlled substance first degree, (hydrocodone) on July 14, 2016.

* Jeremy Thrasher, the alleged offense of trafficking in a controlled substance first degree, methamphetamine on December 15, 2016.

* Charles Eldridge, the alleged offense of trafficking in a controlled substance first degree, methamphetamine, on August 12, 2016.

* Mitchell Comstock, the alleged offense of flagrant non-support for failing to provide support for his minor child or children, being in arrearage of approximately $1,491.30 as of June 8. The alleged offenses having occurred between November 2014 and present.
