School board has short, regular meeting Monday

Clinton County Board of Education held a short regular meeting Monday night with all four active members present. The session was followed by a work session discussing the hiring process of a superintendent.

The board first recognized, and heard some comments from, former board member and chairperson Paula Key, who was presented a plaque and a gift in thanks of her service.

Key decided to step down a few weeks ago after having served on the board for a total of 10 years, the last years being the chairperson of the board.

Key’s position on the school board has yet to be filled.

The board then approved monthly consent items, including approving minutes, between meeting disbursements, several school related trips and paying claims and bills.

Finance Director Mike Reeves then gave a brief monthly finance report, noting the district was still in sound financial condition early so far in the 2019 calendar year.

Under the personnel report by board chairman Kevin Marcum, the following announcements were made:

* Leave of absence: Ashley Moons through March 26; Ina Mercer, intermittent leave through March 30; Stacey Evans, revised through March 25.

* Certified resignation: Michial Conner, teacher at Clinton County Middle School.

* Certified hired: Peggy Shearer, acting principal at CCHS to be paid Daily Wage Threshold with exception to the salary schedule; Jared Hunter, tennis coach at CCHS; Michial Conner, Director of Alternative School CCHS/Clear Creek Academy.

* Substitute teachers: Jacqueline Stockton, ECC and Albany Elementary and Austin Shuck and Ceirra Wells, district-wide.

Director of Pupil Personnel Julie York then gave the attendance report for the sixth month of school, which ran from January 8 through February 5.

Although the attendance was down from previous months this year, the numbers–per month compared to a year ago–were up for the fifth month in a row.

Attendance stood at 92.07 for the sixth month, despite the flu-like illnesses that closed school for several days. That was above the 91.39 percent average daily attendance for the same month a year ago.

Albany Elementary School again had the highest ADA for the month at 93.43, while the high school again was the most improved, standing at 90.96 this year to 88.90 the same month a year ago.

The board, on a motion by Gary Norris, approved the staffing policy for the 2019-20 school year, which will see a student to teacher ratio of 24 to one at the Early Childhood Center, Albany Elementary, and Clinton Middle School and 26 to one at Clinton County High School.

Also on a motion by Norris, the board voted to accept the resignation of schools superintendent Charlotte Nasief and on a motion by board member Bobbi Ann Bair, voted to enter into an agreement with the Kentucky School Boards Association for the purpose of facilitating the hiring process for a new superintendent.

Following the vote, Tim Eaton, with the KSBA, held a work session with the four board members to discuss the hiring process of the new superintendent.

Nasief’s resignation does not take effect until June 30, meaning the board has a little over four months to work towards choosing her replacement.
