A Wayne County man is facing a murder charge in the shooting death of his brother-in-law. The incident occurred on Tuesday, September 24 in the Meadow Creek area.
Tim Reynolds, 55, has been charged with one count of murder and tampering with physical evidence, according to information released by Kentucky State Police. The charges stem from the shooting death of Mark Duncan, 52, of Monticello.
According to the press release issued by Kentucky State Police Trooper Adam Dodson and Trooper Matthew Parmley responded to the scene on Duncan Road, which is located just off Dodson Hollow Road, at about 7:43 p.m. The troopers found the victim in the road, deceased from apparent trauma.
He was pronounced dead at the scene by the Wayne County Coroner’s Office at 8:50 p.m.
State police said that the primary investigation indicates the two family members were involved in a disagreement that led Reynolds to shoot Duncan.
According to the citation filed in the case, Reynolds made the call to the local 911 dispatch center informing them that the victim was lying unresponsive in the roadway. The citation alleges that Reynolds said he shot Duncan multiple times, hit him over the head with a wrench and then returned home to report the incident and wait for law enforcement to arrive.
In the citation Reynolds said he and Duncan had an “ongoing dispute.” Reynolds said that as he drove his truck to his mother-in-law’s home, he saw Duncan’s tuck stopped in the road.
He alleges that Duncan began approaching his vehicle. At that time, Reynolds told police that he retrieved a handgun from his vehicle, aimed it at the subject and fired the gun. He allegedly continued to fire the gun until the victim fell to the ground, according to the citation.
Reynolds told police that he then retrieved a wrench from his toolbox and struck Duncan several times over the head before he returned to his home.
Reynolds was lodged in the Wayne County Detention Center. He was arraigned in Wayne District Court on Monday, September 30, where he entered a plea of not guilty.
A bond hearing was scheduled for Thursday, October 3 and bond was set at $1 million cash.
Reynolds is represented by Lance Turner.
The victim’s body was taken to the State Medical Examiner’s Office for an autopsy. The exact cause of death is pending, according to state police.
KSP Detective Eric Moore and Trooper Dodson with Post 11 London are continuing the investigation. They were assisted at the scene by deputies from the Wayne County Sheriff’s Department, Wayne County EMS and Wayne County Coroner’s Office.

A local man was arrested after police discovered an active meth lab in the bed of the truck he was driving.
According to information released by the Monticello Police Department, Shane Ray Savage, 44, of Monticello, was arrested Thursday, September 26 on multiple charges, including no operator’s license, no registration plates, possession of drug paraphernalia, trafficking in a controlled substance first degree (over two grams of meth), manufacturing methamphetamine, second offense and criminal possession of forged instruments.
Savage was charged after police stopped a 1988 Chevrolet truck on Fairview Avenue.
The truck had no visible registration places, according to police.
During the investigation, police stated they discovered the meth lab, approximately four and-a-half grams of methamphetamine and twelve counterfeit $100 bills.
Savage was lodged in the Wayne County Detention Center.
The investigation and arrest were conducted by Monticello Police Chief Joe Bybee, Major Ronnie Ellis II and Officer Joey Hoover.
Kentucky State Police Troopers Jason Browning and Adam Hensley, certified meth lab technicians, responded to the scene to neutralize the active meth lab and process it for evidence.
