Board approves bond sale for energy savings contract

Clinton County Board of Education held its regular meeting Monday at the Central Office with all members present, recognizing students, approving a bond sale and energy savings contract ,and heard the annual audit report, among other items of business in a meeting that lasted a little over an hour.

The meeting was opened with a moment of inspiration, delivered by Clinton County’s Head Football Coach Rocky Tallent, who stressed how fortunate the county was to have such great young people, supportive parents and school district leaders.

Under Bulldog Boost, the Clinton County Lady Volley Dawgs, as well as coaches and managers, were recognized for their outstanding achievements this past season.

Among the list of accomplishments was winning the 16th District Tournament for the third year in a row and repeating as All “A” 4th Region Champions, as well as advancing to the semi-finals of the 4th Region tournament before another successful season came to a close.

Joe Montgomery, CPA, then gave the annual audit report for the district for last fiscal year.

The audit listed only a few areas where improvements could be made, but overall was a very clean audit and showed progress in most every area as compared to the previous year.

The district ended the year with $2.1 million in total assets, a little over a million dollars in surplus in the general fund and a huge improvement was made in the Food Service category.

On a motion by board member Gary Norris, they voted to approve a resolution entering into a contract, lease, and option with the Clinton County District Finance Corporation and agreed, upon Kentucky Department of Education approval, to pay annual rental equal to debt payments on the bonds.

The board then briefly recessed its meeting and called a meeting of the School District Finance Corporation, which is made up of the school board.

During the Finance Corporation meeting, the bond sale was discussed with Brian Skinner of Ross Sinclair Associates who gave the board projected costs, as well as projections on the amount of money an energy savings contract would save the district over time.

The Finance Corporation, also on a motion by Norris, approved a resolution entering into the contract, lease and option with the Clinton County Board of Education, and approved advertisement of and sale of bonds, in the estimated amount of $2,675,000.

The bond term, combined with a current bond from 2010, would run for a total 30-year period, or through 2040, again pending KDE approval.

After the Finance Corporation meeting ended, the regular board session was called back to order and reconvened with several other items of business being discussed.

After reconvening the regular meeting, the board heard the monthly superintendent’s report from Dr. Tim Parson, finance report from Finance Director Mike Reeves and attendance report by Director of Pupil Personnel Julie York.

Attendance for the month, which ran from September 24 through October 29 showed attendance overall at 94.13, just nine tenths of a percentage point below the previous month of 94.22 percent.

The school with the highest attendance was Albany Elementary (95.72) and the school with the most improved was CCHS at 92.29.

In business related to the energy savings contract, various motions were approved including:

* Approval of a revised BG-1 Guaranteed Energy Savings Contract in the amount of $2,755,000 on a motion by board chairman Kevin Marcum;

* Following a brief presentation by a TRANE company representatives, the board approved a motion by board member Bobbi Bair to approve the Guaranteed Energy Savings Contract with TRANE;

* On a motion by board member Leslie Stockton, voted to approve BG-2’s for the energy savings contract;

* On a motion by Sue Irwin, voted to approvedthe energy savings purchase orders for TRANE/HVAC equipment. It was explained this allows the district to purchase the equipment directly from the manufacturer and save the six percent sales tax on the equipment.

After the process of selling bonds at low interest, KDE approval and other steps, TRANE officials estimated it would be sometime after the first of next year before work on the new heating and cooling systems and other energy savings equipment begins.

The board also approved an SFCC (School Facilities Construction Commission) offer of assistance of $13,675 with the district to match that amount to be earmarked for technology.

On a motion by Leslie Stockton, the board approved shortened school days for two students with disabilities, one at Albany Elementary and one at the middle school.

Prior to adjourning, the board also voted to approve content items including minutes, subsequent disbursements, payment of bills and trips/schedules.

The next work session of the school board is scheduled for Thursday, December 12 and next regular business meeting for Monday, December 16, both at 5 p.m. at the Central Office and both are open to the general public.
