Fiscal court, IDA hold brief meetings

A pair of public meetings were held last Thursday morning, a special call session by Clinton Fiscal Court and a regular meeting of the Industrial Development Authority.

Fiscal court held another call meeting October 20 with four items of business on the agenda for the short session. The court had conducted its monthly session the prior week, which had been originally slated as a call meeting.

The court first approved second reading of another county budget amendment for the 2011-12 fiscal year.

There was one bill listed on claims and bills, that being a draw down payment for more work on the Clinton County Community Center. However, magistrates deferred payment until they have time to actually view the work that had been done.

The court also approved, via resolution, the county’s updated Hazard Mitigation Plan. The plan, drawn up and administered through the Lake Cumberland Area Development District, lays out guidelines on what steps counties and municipalities should take in the event of natural disaster situations.

The plan is updated every five years and earlier this month, Albany City Council approved first reading of an ordinance pertaining to the Hazard Mitigation Plan for the City of Albany.

The court also voted unanimously to appoint two members to the Clinton County Library Board, including Janie Gibson and Phillip Groce.

Finally, the court entered into another brief session on personnel but took no official action.

Four of six magistrates were on hand for the brief meeting, with Magistrates Charlotte Bernard and Patty Guinn being unable to attend the 8:30 a.m. session.

The next regular meeting of Clinton Fiscal Court is scheduled for Thursday, November 17 at 5 p.m. at the judge/executive’s office conference room and is open to the general public.

The Clinton County Industrial Development Authority took little action at its regular meeting held at 11 a.m. last Thursday, October 20 with five of seven members on hand for the brief session.

After approving minutes, voting to pay claims and bills and approving the IDA expenditure reports, the board entered into a brief closed session on a litigation matter.

IDA legal counsel Terran Helm excused herself from the closed session, citing a conflict of interest with the particular issue being discussed.

Upon returning to open session, no action on the matter was taken prior to the meeting being adjourned.

The next meeting of the Clinton County IDA will not be until its annual Christmas dinner meeting sometime in December.
