Clinton County Board of Education held its monthly meeting a week ago Monday, May 18, via teleconference with all members present and a full agenda of business items to be discussed and/or voted on.
After adopting the agenda, Bulldog Boost saw several individuals recognized.
The board recognized Briley Anderson, who has signed a letter of intent to become a part of the cheerleading squad at Eastern Kentucky University.
The board also recognized and thanked the Food Service staff, bus drivers, bus monitors and custodians for their hard work and dedication during the COVID-19 pandemic.
Superintendent Dr. Tim Parson then gave his monthly report, which included, among other items, re-opening brainstorming sessions; Bulldog Build cohort I being completed; the graduation video conference with the Senior Class at CCHS; hiring director of district programs; principal selection training and AES principal hiring and discussion about this past weekend’s CCHS graduation parade.
The board then heard the monthly finance report from Director of Finance Mike Reeves and was presented the monthly personnel report for review only.
Budgets and funding issues were then addressed as the board approved the 2020-21 tentative budget, with the working budget to be presented in early fall. They also approved each schools’ activity budgets for the next school year on motions by Gary Norris and Kevin Marcum, respectively.
The board approved to request permission from the Kentucky Department of Education to utilize $238,042 from Capital Outlay and Building funds for non-operating expenditures.
First and Farmers National Bank was awarded the depository for all school district accounts including school activity accounts for the period of July 1 of this year through June 30, 2021 at a fixed rate of 0.65 APY.
Salary schedules for certified positions, a 186-day period, as well as classified employees for the 2020-21 school year was approved, as well as the salary schedule for substitute teachers and Extra Service Increment rates for the next school year.
The board also approved its annual emergency declaration for substitute teachers for the upcoming year as required by state statute, with qualifications being a certified transcript with no less than 64 college credit hours and at least a 2.5 (out of 4.0) GPA.
The board also approved the monthly pay dates for school employees for the upcoming school year.
Insurance coverage was next on the agenda of actions being taken.
The board approved Liberty Mutual for the 2020-21 school year: School Package Policy, Commercial Auto and Commercial Umbrella in the amount of $189,889 and CFC for cyber liability coverage in the amount of $1,000.00. The annual premium will be a total cost of $3,248.80 plus mandated replacement cost values and/or additional vehicles.
KEMI (Kentucky Employers Mutual was renewed for worker’s compensation to the coming year at a rate of $45,096.56.
In other business:
* approved membership with the Green River Regional Education Cooperative;
* approved to renew an agreement with One Call Now at a cost of $1.19 per student;
* approved an agreement with Forward Edge Associates to provide drug testing for students and employees for 2020-21;
* approved to enter into an agreement with Cumberland Family Medical Center, Inc. to provide school nursing services;
* approved to waive any additional graduation requirements over and above the state requirements for the 2019-20 school year;
* approved to suspend evaluations for certified and classified staff due to COVID-19 for the 2019-20 school year and approve the 2020-21 certified evaluation plan;
* approved to review/approve Superintendent Evaluation Administrative Procedure;
* approved a job description for Library Media Specialist (librarian);
* approved to change the Library Media Clerk position from Clinton County Middle School to a district-wide position;
* approved to adjust the Food Service Assistant II position from 186 days to 180 days and pay per hour from $11.40 to $10.07;
* approved to adjust the Migrant Recruiter/Tutor position from 100 days to 180 days;
* approved consent agenda items which included previous meeting minutes, subsequent disbursements and claims and bills.
The next school board work session is slated for Thursday, June 11 and regular business meeting Monday, June 15, both at 5 p.m.
