The former Executive Director of the Clinton County Industrial Development Authority has been indicted by the Clinton County Grand Jury on a charge of theft by unlawful taking in the amount of $10,000 or more.
Charolette Koger, 64, of Albany, was arrested on the indictment warrant by Clinton County Sheriff Jeff Vincent on Tuesday morning of this week, according to an arrest report from the Clinton County Jail.
The case surrounding Koger has been ongoing for more than two years, when she was relieved of her duties as Executive Director of the Clinton County Industrial Development Authority (IDA) in late March of 2019.
In an audit of the IDA that was performed after that date, it was reported that there were questionable purchases made through a credit card account that hasdbeen issued in the name of Koger.
In the indictment issued this week by the Clinton County Grand Jury, it was alleged that:
“The Grand Jury of Clinton County, Kentucky, charges that on or about January 1, 2013, through December 31, 2018, and during the time of her employment at the Clinton County Industrial Development Authority, and before the finding of the Indictment herein, in Clinton County, Kentucky, the above-named defendant committed the offense of Theft by Unlawful Taking or Disposition, more than $10,000.00 but less than $1,000,000.00, a Class C Felony when said defendant unlawfully took or exercised control over or used moneys of the Clinton County Industrial Authority to pay debt on her personal credit card, the movable property of the Industrial Development Authority with the intent to deprive the owner thereof, said property having an excessive value of more than $10,000.00 but less than $1,000,000.00, against the peace and dignity of the Commonwealth of Kentucky.
Koger, who was charged and arrested just before Clinton County News’ press deadline this week, was lodged in the Clinton County Jail.
