The Clinton County Grand Jury, meeting for the second time in-person since the COVID-19 pandemic began, had an extremely full monthly term when convening on Thursday, May 6. The 12 member panel returned a host of indictments in open circuit court, with the majority involving multi-count charges.

The following true bills were returned by the grand jury during this month’s session.

* John Glen Diamond, the alleged offenses of operating a motor vehicle under the influence (aggravating circumstances); resisting arrest (Class A misdemeanor); disorderly conduct second degree (Class B misdemeanor); criminal mischief first degree (Class D felony); assault third degree (three counts–Class D felony); criminal mischief third degree (Class B misdemeanor); and disarming a peace officer (Class D felony).

The alleged offenses having occurred on or about March 26, 2021.

* Matthew R. Denney, the alleged offenses of burglary third degree (Class D felony); theft by unlawful taking or disposition more than $500 (Class D felony); criminal mischief first degree (Class D felony); criminal trespass third degree, with the alleged offenses occurring on or about April 26, 2021.

Also, burglary third degree (Class D felony) and criminal mischief second degree, those alleged offenses having occurred on or about April 27, 2021

* Duward Salisbury, the alleged offenses of trafficking in a controlled substance first degree-first offense (Class C felony); possession of a controlled substance first degree-methamphetamine (Class D felony); possession of drug paraphernalia (Class A misdemeanor), with the alleged offenses having occurred on or about October 29, 2020.

Also, trafficking in a controlled substance first degree-first offense, with that alleged offense having occurred on or about June 24, 2020.

* Rebecca K. Major, the alleged offenses of possession of drug paraphernalia (Class A misdemeanor); possession of marijuana (Class B misdemeanor); possession of a controlled substance second degree (Class A misdemeanor); and possession of a controlled substance first degree-methamphetamine (Class D felony).

The alleged offenses having occurred on or about March 2, 2021.

* Justin Joe Daley, the alleged offenses of theft by unlawful taking or disposition more than $500 (Class D felony); obscuring the identity of a machine or other property (Class D felony); and two counts of persistent felony offender first degree.

The alleged offenses having occurred on or about December 1, 2019.

* Randall L. Dicken, the alleged offenses of possession of a controlled substance first degree-methamphetamine (Class D felony); possession of drug paraphernalia (Class A misdemeanor); and public intoxication (Class B misdemeanor).

The alleged offenses having occurred on or about October 25, 2020.

* Troy L. Pryor, the alleged offenses of possession of drug paraphernalia (Class A misdemeanor); possession of a controlled substance first degree-methamphetamine (Class D felony); and possession of marijuana (Class B misdemeanor).

The alleged offenses having occurred on or about January 5, 2021.

* Steven Posey, the alleged offenses of possession of a controlled substance first degree-methamphetamine (Class D felony) and possession of drug paraphernalia (Class A misdemeanor).

The alleged offenses having occurred on or about February 26, 2021.

* Timothy M. Kelley, the alleged offenses of theft by deception (three counts, Class D felonies) and three counts of persistent felony offender second degree.

The alleged offenses having occurred on or about September 5 and 30, 2020.

* Tara E. Ayers, the alleged offenses of trafficking in a controlled substance first degree-first offense (Class C felony) and possession of drug paraphernalia (Class A misdemeanor).

The alleged offenses having occurred on or about April 20, 2021.

* Robby Scott, the alleged offenses of theft by unlawful taking or disposition (Class D felony) and persistent felony offender second degree.

The alleged offenses having occurred on or about November 19, 2020.

* Rocky Allen Maschino, the alleged offense of possession of a controlled substance first degree-methamphetamine (Class D felony). The alleged offense having occurred on or about March 13, 2021

* Gregory M. Frank, the alleged offense of criminal abuse first degree (of a minor child–Class C felony). The alleged offense having occurred on or about December 16, 2020.

* Shannon Portman, the alleged offense of theft by unlawful taking or disposition (Class D felony). The alleged offense having occurred on or about November 7, 2020.

* Connie Brown-Bell, the alleged offense of promoting contraband first degree (Class D felony). The alleged offense having occurred on or about April 22, 2020.

* Kenny J. Mason, the alleged offense of theft by unlawful taking or disposition (Class D felony). The alleged offense having occurred on or about November 19, 2020.

* Chad Scott, the alleged offense of theft by unlawful taking or disposition (Class D felony). The alleged offense having occurred on or about November 19, 2020.

* Bret Murphy, the alleged offense of flagrant nonsupport, a continuing offense. The alleged offense having occurred on or about April 28, 2016 through May 6, 2021.
