The fall season always brings annual events, the turning of tree colors, falling of leaves, Halloween and onset of the holiday season, but an important time for most is when taxes–which keep many government and elected officials’ services operating–come due.
The Clinton County Sheriff’s Office would like to remind all taxpayers who own property in the county, whether in or out-of-state residents, that property tax bills have been mailed this week.
The 2024 Taxpayer Notice–Property Tax Bill Collection Schedule, is published in this week’s edition and reminds residents of the following:
“The Clinton County Property Tax Bills will be due and payable beginning November 1. The tax bills this year will be mailed out the last of October. If you do not receive your tax bill within the second week of November, please contact the Clinton County Sheriff’s Office at 606-387-5111. Please note that failure to receive a tax bill does not relieve you of your obligation to pay your tax bill nor does it waive the penalties and fees for late payment.
Taxpayers may view and print property tax bills and pay online with a credit card or electronic check at www.MyTaxBills.com. This service is available 24/7 for your convenience.
“When mailing in your payments, please include the bill and put the tax bill number on the method of payment (check or money order). Make check or money order payable to the Clinton County Sheriff. If you wish for a paid receipt to be returned to you, please enclose a self-addressed stamped envelope with your payment(s).”
The tax collection schedule remains unchanged from year-to-year.
Those paying their property taxes November 1-November 30 receive a 2 percent discount; December 1-December 31, 2024 taxes will be at face value; January 1-January 31, 2025 there will be a 5 percent penalty; and, beginning February 1, a 10 percent penalty plus a 10 percent add-on fee.
Property Tax Bills (that are not paid) will be turned over to the Clinton County Clerk’s Office at the end of the day on April 15, 2025.
Anyone subject to having the tax bills turned over to the County Clerk’s Office takes the risk of having those bills purchased by a third party and/or their property being put up for sale.
Important Notice: Payments made during the 10 percent penalty period, but prior to the bills being turned over to the County Clerk, are subject to an additional 10 percent Sheriff’s fee. In addition to that penalty, payments made after April 15 of next year are subject to a 20 percent County Attorney’s fee and a 10 percent Clerk’s fee.
This year, the total of property tax bills in Clinton County (via assessed value from the Property Tax Valuation–PVA office) is $4,136,394.49. This is up about $200,000 in property tax values compared to 2023, which was just over $3.9 million.
Randy Jones, from the Sheriff’s Office, said the newly installed online payment method that began last year was a great success, with many taxpayers taking advantage of paying their tax bills without leaving home.
He encourages taxpayers who have internet access to consider using the online pay method.
Jones said the majority of taxpayers take advantage of the two percent early discount and pay their property tax bills during the month of November.
He also reminds persons who get a tax bill for which they are not responsible to forward that bill to the mortgage company, or new property owner as soon as possible.
“This year the sheriff’s office renewed our US Postage Permit and was able to save taxpayers another $936.50 in postage fees,” Jones added.
The sheriff’s office also provided a breakdown of taxes paid per entity the funds collected are going to benefit.
By far, the majority of taxes collected–which is figured by the tax rates set by each taxing district–go to the county school district. Over one-half of all taxes collected in the county are school taxes, totaling $2,220,287.21.
Other property tax revenues, in order of highest amounts, are as follows:
* Kentucky State Tax: $646,361.99; Agriculture Extension Service: $473,456.94; Clinton County: $312,901.75; Library: $233,042.46; District Health Department: $168,723.13; Soil Conservation: $80,540.07; Fire Acres: $1,080.94.
