A well-known Albany native has been tagged by Kentucky Governor Andy Beshear as the incoming Executive Director for the Kentucky Office of Medical Cannabis.
The appointment will take place on June 1, 2025, when Armstrong will replace outgoing Executive Director Sam Flynn, who was appointed to that position June 2, 2023.
Armstrong, in his new role, will oversee the creation, design and implemention of the Kentucky Medical Cannibis Program.
Medical cannabis became legal for patients with qualifying conditions on January 1, 2025, after the passing of Senate Bill 47 and the signing of the bill into law on March 31, 2023.
Armstrong, a licensed attorney, has also served as the Kentucky Commissioner of the Department of Charitable Gaming and also worked in the Public Protection Cabinet, Labor Cabinet, Department of Workers’ Claims and the Public Service Commission.
Most recently, Armstrong was the Executive Director of Human Resources for the Tourism, Arts and Heritage Cabinet.
He is also the co-owner of The Burl, a popular restaurant, tavern and music venue located in downtown Lexington, Kentucky.
Armstrong is the son of former Clinton County Judge/Executive Richard Armstrong and Joy Armstrong.
He lives in Lexington with his wife, April Parrigin Armstrong. The couple have three children, Amelia, Bella and Samuel.
