If you’re drunk or high, it probably isn’t a good idea to go through the drive-thru at one of Livingston’s restaurants.
Twice in the same day, Livingston Police Department responded to calls from concerned citizens saying there were people who appeared to be intoxicated behind the wheel at a drive-thru.
The first call came in from a concerned individual who said they thought a silver Ford Mustang was being driven by an intoxicated individual through the drive-thru at McDonald’s on West Main Street early on the morning of Thursday, May 24.
According to a statement from Livingston Police Department Officer Ray Smith, the 2000 Mustang’s license plate number was registered to a 1992 Ford F-150 pickup truck, “obviously not the same vehicle as the silver Mustang.”
Responding officers found the Mustang parked at the McDonald’s and upon investigation reportedly found the driver to be one Jack Chesser, Jr., of Roane County. He was allegedly driving on a revoked driver license and had “a lengthy history of driving offenses for DUI, driving on revoked, and is classified as a Habitual Motor Vehicle Offender,” according to the statement.
Chesser allegedly showed signs of intoxication and stated that he was “unable to perform any field sobriety due to medical issues,” the statement said. He agreed to take a blood test.
“Shortly after requesting him to take a blood test he went to sleep at the police department,” the statement said.
Chesser reportedly had a driving history that included DUI convictions in September 1993, February 1994, December 1996, and February 1999. In addition, his driver’s license was reportedly revoked for DUI, with driving on revoked convictions in September 1994, September 1994, October 2000, and December 2000 and May 2004.
Police arrested Chesser and a woman they identified as his wife, Stephanie Chesser, also of Roane County, who was reportedly in the front passenger seat and was “visibly intoxicated,” according to the statement.
Two other passengers in the vehicle, Andrea Jones and Scotty Bryant, were also arrested.
Jones was arrested on charges of possession of Schedule II narcotics (oxycodone) and Schedule IV drugs (Alprazolam) as well as possession of drug paraphernalia after allegedly telling officers she had been asked by Jack Chesser, Jr. to dispose of a hypodermic needle in the bathroom of the McDonald’s. McDonald’s employees reportedly found said needle in the bathroom and surrendered it to police.
Bryant was taken into custody for public intoxication, the statement said. Police allege he had what was described as a “large kitchen knife” in his back pocket.
“Bryant said that he was going just a short distance from the Burger King. He was advised that there was no Burger King in Overton County and the closest Burger King was in Putnam County more than 20 miles away. It was at this point that Scotty Bryant stated that he thought he was in Roane County,” the statement said.
Police allege the arrested individuals had prescriptions from more than one pain clinic in their possession at the time of arrest. None of the prescriptions had been filled. The statement said it appeared that the individuals “may have been doctor shopping.”
After the four were arrested, LPD seized the Mustang.
The second restaurant-related call came just a few hours later, when a concerned citizen noted someone they thought might be intoxicated coming through the drive-thru at Dairy Queen on West Main Street. When officers arrived on the scene, they allegedly found the vehicle sitting below the drive-thru in the parking lot with the vehicle running and traffic backing up behind it.
According to a report from LPD, Patrolman Rick Brown approached the car and found a woman he identified as Kelly Mick, age not given, of Overton County, as the driver. A woman identified as Glenda Jo Stacy, 35, also of Overton County, was reportedly in the passenger seat. The two allegedly had an 18-month-old child sitting in the center console area of the vehicle between them. The child was not in a proper child restraint, the report said.
“Kelly appeared visibly impaired and disoriented. She had to be told several times to put the vehicle in park,” the report said.
“Stacy was visibly impaired as well. She had slurred speech, red watery eyes and was disoriented,” the report continued.
Kelly was arrested on charges of DUI. Stacy, who was identified as the mother of the child, was arrested and charged with attempted aggravated child neglect.
“The 18-month-old child had no restraint in the vehicle. The vehicle had a large amount of items inside, including a television. If the vehicle had come to a sudden stop, the child could have faced serious injury. Both the mother (Glenda Jo) and the driver (Kelly Mick) knew or should have known that the child was placed in danger of serious bodily injury as a combination of not being in a car seat, dangerous items that could hurt the child in the vehicle, and both being impaired in a vehicle,” the report said.
