Board fails again to produce a quorum for meeting

Mountain View Rec Park

The ongoing problem of not having enough members present to constitute an official meeting continued to plague the Clinton County Rec/Park Board last Thursday night for its scheduled regular meeting.

On a night that Park Director Bobby Reneau and other board members had set aside for a meal to honor outgoing Chairman Chris Lovelace, only five members, including Lovelace, were present.

Also at the unofficial meeting was Treasurer Vince Ostertag and board members Leland Hicks, Paula Little and Carol Parrigin, along with Reneau.

Although no official action could be voted on, general discussion was held on some issues, including the need for additional members who would attend meetings.

Following discussion, Lovelace officially turned in his resignation, something he had informed the board a few months ago he was going to do, after the U.S. 127 Yard Sale had passed.

Lovelace was also presented a plaque of appreciation by the board members on hand for the work and dedication he has put in over the past 15 years.

Also during the discussion, Ostertag presented the monthly treasurer’s report, as well as a report on concession stand receipts per month over the past year.

Members that were on hand also discussed future ways to save and generate revenue, including possibly having each entity that uses fields to pay a share of lighting used and possibly renting out the Farmer’s Market building to food vendors in the future.

Reneau also suggested that when the board had a meeting with enough members to constitute a quorum, they should consider appointing a “business committee” that would meet and take care of routine month-to-month business and report to the full board. In this situation, the full board wouldn’t have to meet to vote on such items as paying bills, etc.

The next regular meeting of the Clinton County Rec/Park Board is scheduled for September 27 at 6 p.m. at Mountain View Park and is open to the public.
